BTE has been proud a proud partner with the City of Belleville on this project from start to finish, completing the EA, Preliminary and Detail Design, Value Engineering review, and Phase 1 Contract Administration for the construction of improvements to this gateway to downtown Belleville.
This project involved the replacement of a 3 span CPR overpass and construction of a 4-lane arterial on a new alignment over soft compressible soils (300 m long section over former municipal dump site), and reconstruction of 1 km of 5-lane arterial roadway. The project included CP Rail approvals for easements for a Multi-Use Path, a grade separation agreement, and consideration of subsurface contamination that influences the Bay of Quinte.
MOE endorsement was sought for a design approach for a new embankment over the former landfill site, and CPR approvals for works on their right-of-way. BTE completed the Schedule C Municipal Class Environmental Assessment, preliminary design and detail design that included:
- Replacement of the Bay Bridge Road CP Rail bridge;
- Realignment and reconstruction of 150 m of Bay Bridge Road (4-lane arterial)
- Realignment and reconstruction of 100 m of Old Bay Bridge Road (2-lane collector); and
- Reconstruction and widening of 1 km of Dundas Street West (widening to a 5-lane arterial) with the introduction of a widened and relocated intersection of Dundas Street West (former Highway 2) and Bay Bridge Road (former Highway 62).
The project included streetscaping, decorative and street lighting, structural design of retaining walls, municipal services and traffic signals. This project is constructing a prominent southern entry to the downtown core of Belleville.
During the early stages of the study, approval was secured for an advance surcharge contract within the Bay of Quinte floodplain, and two residential properties were bought out. This foresight eliminated a number of hurdles that could have otherwise delayed completion of this much needed project.
