Scarborough Subway Extension

Toronto Transit Commission

Project Value: $3 billion

BTE have a 2-year $2 million standing offer to complete technical reviews and value engineering of the 6 km subway extension. The subject project is the extension of the existing Bloor-Danforth subway line (10.8 m single bore) from the existing Kennedy Station approximately 6.25 km northeasterly to the Scarborough Town Centre.

The project includes a new major station at Scarborough Centre with an “at-grade” Bus Terminal. Technical reviews completed to date include the review of the $3 billion baseline cost estimate and a review of the schedule and cost risk analysis. The VE review focused on validation of the cost estimate, review of the risk analysis, review of the project delivery model and identification of value proposals that reduced life cycle costs and schedule. Ideas generated have the potential to reduce the capital cost in the order of 10%. This review met a commitment to City Council. Workshops have been completed at the 5% (2016) and 10% (2017) design development stages.
